Wisconsin's huntable elk range is split between two geographically separate, reintroduced herds: the Northern Elk Management Zone around Clam Lake and the Chequamegon-Nicolet area, and the Central Elk Management Zone around the Black River area of Jackson County — a license is valid only in the single zone printed on it, and only the Central zone currently has an antlerless quota.

Do I need to enter a draw to hunt elk in Wisconsin?
Every Wisconsin elk license is won through WDNR's annual lottery — applicants may submit one application for a bull authorization and a separate one for an antlerless authorization (Central zone only) each year, but a hunter who is drawn for either may accept only one license, and it is a one-per-lifetime license once accepted. Because the state issues 100 or fewer elk licenses, the drawing is limited to Wisconsin residents, aside from a narrow nonresident exception for Purple Heart recipients and active Armed Forces members.
