Oklahoma does not use a numbered GMU system for elk — instead it runs eight private-land-only harvest zones (Panhandle, Special Northwest, Northwest, Northeast, Southeast, Southwest, Special Southeast and Special Southwest), each with its own quota that hunters must check online before hunting; the season in a given zone closes automatically the moment that zone's quota is reached, regardless of the printed calendar dates.

04 — License & tags
Elk hunters in Oklahoma need an Oklahoma hunting license plus an elk tag. Both residents and nonresidents need their state's annual hunting license plus a separate elk license for each elk hunted (Resident Elk License or Nonresident Elk License); the adult nonresident 5-day hunting license is not valid for elk. ODWC does not publish a resident/nonresident split on the over-the-counter zone tags — availability is governed only by each zone's harvest quota.

Do I need to enter a draw to hunt elk in Oklahoma?
It depends on where you hunt. The eight general zones are not draw-only — both residents and nonresidents can buy an elk license over the counter for a zone that hasn't hit its quota — but every zone except the Special Southwest Zone has a hard harvest cap that hunters must check online before each hunt, all hunting is on private land only with written landowner permission in hand, and successful hunters must E-Check their harvest within 24 hours. The handful of public-land tags on Cookson Wildlife Management Area are awarded through a separate single-permit ODWC controlled hunt drawing, entirely outside this general-zone system.

Can I hunt elk on my own land in Oklahoma without a license?
Oklahoma resident landowners or agricultural tenants are exempt on land they own or lease — including the state waterfowl license and HIP for birds taken there — but big-game licenses (deer, elk, antelope, bear, turkey) are separate and not waived. A nonresident who owns Oklahoma land doesn't qualify.
