Michigan's huntable elk range is divided into Elk Management Units (EMUs); Hunt Period 1 is open only in EMU X, the core Pigeon River Country State Forest range, while Hunt Period 2 opens EMUs H and I in addition to X. Per the codified Wildlife Conservation Order (Chapter XII): EMU H and EMU I are specific, narrower areas carved out of Cheboygan, Otsego and Presque Isle counties (EMU I also reaches into Montmorency County), each defined by a detailed road/section-line boundary; EMU X is everything else in Alpena, Antrim, Charlevoix, Crawford, Emmet and Oscoda counties, plus whatever in Cheboygan/Montmorency/Otsego/Presque Isle isn't inside H or I. Check the DNR's EMU boundary maps for the exact line nearest your hunting spot.

Elk hunters in Michigan need a Michigan hunting license plus an elk tag. Residents only may apply, for $5 per application during the May 1 - June 1 window; a successful drawing winner then pays a $100 elk license fee (elk receipt) plus the standard base license before hunting.

Do I need to enter a draw to hunt elk in Michigan?
Every Michigan elk license is won through the DNR's annual weighted lottery — there is no over-the-counter or guaranteed tag. Applicants who go unsuccessful accumulate an extra chance in each future year's drawing (a system running since 2003), so long-time repeat applicants have better odds than first-time ones, but every application still competes against roughly 47,000 others for only 200 licenses.
