Nebraska splits its elk range into 15 numbered management units: Units 1-7 cover the historic core elk range in the Pine Ridge and western Panhandle, with the best permit quality and success rates; Units 8-12, 14, 131 and 132 are peripheral areas where elk use is less predictable and success is typically lower; Unit 15, which carries no permit quota, covers much of eastern Nebraska, and permits valid in Units 1-12, 14, 131 or 132 may also be used there to allow harvest of elk passing through the east.

Elk hunters in Nebraska need a Nebraska hunting license plus an elk tag. Only Nebraska residents may apply for the General Bull and General Cow elk permits. Landowner permits are open to qualifying landowners including nonresidents, though nonresident landowners earn preference points at a reduced 0.9-point rate per unsuccessful year instead of a full point.

Do I need to enter a draw to hunt elk in Nebraska?
Every Nebraska elk permit is issued through a draw — there is no over-the-counter tag anywhere in the state. General Bull and General Cow permits are open to residents only and use a bonus-point (bull) or lottery (antlerless) system; a much smaller number of Landowner permits, open to qualifying resident and nonresident landowners, use a preference-point system. A hunter may hold only one elk permit per year and may submit only one application, and any permits forfeited after the draw are released to unsuccessful applicants and then sold during a leftover-permit window in early August.
