Nebraska's age-band rule (12 through 29) is unusual — most states this project tracks use a birth-year cutoff instead, which only ever grows the exempt population over time. Nebraska's band means someone can age INTO the requirement at 12 and back OUT of it at 30, regardless of when they were born. Full online-only certification is available starting at 16; hunters 11-15 still need a brief in-person Hunt Safe Session after the online coursework.
